Cole Horning is running for Clark County Charter Review Commissioner

Vote for Cole Horning on November 4th to support citizen representation in Clark County government.

I am civically minded graduate of Western Oregon University with an interest in making government, and the lives of the citizens the government represents, better. What better way to do so than from the ground up? The Clark County Charter Review Commission will establish the new rules for how local government operates within Clark County. Everything from the citizen initiative and referendum process, the powers and responsibilities of the County Manager, and the number of members in the County Council is up for debate. My pledge to you is this: if elected to the Clark County Charter Review Commission, I promise to guarantee the accessible right to citizen initiative referendum, the balance of power across all branches of government, and accountability of local government to its constituents—including the Charter Review Commission. I have extensive experience in government and social services that I have used to improve processes, remove barriers, and provide equitable service to clients. So while accomplishing my pledge will be no easy feat, I have absolute confidence that I will be able to deliver on my promise to you: A local government that represents your interests and needs.

Why I’m Running

Hello! I graduated from Western Oregon University with a 4.0 GPA and a Master’s Degree in Justice Studies. Here I studied criminal and social justice and learned to properly research government policies through qualitative and quantitative analysis. I applied these research methods in publishing a criminal justice research essay to Exploitation and Criminalization at the Margins while completing my degree. During this time, I was volunteering at MESD Outdoor School as a Special Needs Counselor, learning novel teaching methods and fostering an inclusive environment so that everyone could have the chance to experience Outdoor School that I did.

In my professional experience I have done excellent work for multiple government agencies. At the Oregon Judicial Department, I have updated all of our outgoing correspondence templates, our public-facing website and online forms, and our internal business processes to better serve the public with easier-to-understand writing and the inclusion of additional information helpful to a wider range of situations. At the Department of Human Services, I created resources sheets to address the unmet needs of the community, and went above and beyond by creating advertisements in multiple languages of the services our office could provide for the lobby area so everyone could see how we could help them without needing to ask or second-guess. I updated our front desk monitor setup to make offering translation services easier and more comprehensive for staff and the public at large.

Let me be clear, fostering a better community and helping those in need is why I do the work that I do every day. It is why I work beyond the confines of my job description to address the problems with our processes and the services we provide. I am committed to removing systemic barriers and solving problems using solutions beneficial to everyone. I hope you will trust me to continue my work and allow me to represent you as your District 4 Charter Review Commissioner by voting for me this November 4th.
